The Former President's Woke Alarm Misses The Continent's True Threat: Technological Stagnation.

The recent US security policy document presents a flawed assessment of Europe. The document asserts that open-border policies and so-called "woke" policies represent an grave threat to European civilization. Yet, this argument rests on a serious misreading of the situation. The actual challenge confronting Europe is not societal but economic and technological backwardness.

A Glaring Economic Gap Separating Europe and the US

Statistics reveal a sobering picture. Between 2008 and 2023, American economic output grew by eighty-seven percent, compared to a mere 13.5% growth for the EU. Over this period, European income per person dropped from 76.5% to just half of the American figure. Remarkably, even the poorest US state now boasts a higher per capita income than major EU nations like Italy and France.

Currently, roughly 50% of the global 50 largest tech companies are US-based, while a mere four are European.

The Technological Deficit: A Critical Problem

The growing disparity stems from stronger efficiency gains in the US, fueled by breakthroughs and higher total factor productivity. The landscape of world technology leadership is decidedly US-centric. Over the past fifty years, 241 US firms have scaled into companies valued at over ten billion dollars, compared with just 14 in Europe.

This disparity prompts a pressing issue: As the competition for tomorrow's sectors like semiconductors, AI, and fusion energy, where does Europe stand? Most analysts agree it is largely a two-horse race involving the US and China, with Europe entering at a clear disadvantage.

Root Causes of Europe's Technological Lag

A number of major reasons explain this technological divide.

  • Venture Capital: The United States has a much more robust and agile system for financing new ventures. The EU still lacks a true unified investment market, which caps the growth potential of new firms.
  • Bureaucratic Hurdles: Complex and divided regulation hinder European business. A American entrepreneur can introduce a product under one set of laws to access a market of over 330 million. The European Union, despite a bigger population size, is divided among twenty-seven different national systems, creating significant market obstacles.
  • Cultural Attitudes: Attitudes toward risk-taking differ sharply. In some EU nations, business failure was once viewed with stigma, whereas in the US, it is often considered a valuable lesson.
  • Defense Spending: The United States enjoys a tightly woven innovation pipeline linking defense and academia. Europe's long-term lack of spending in defense has weakened its ability in pioneering research.

A Path Forward: Grounds for Cautious Optimism

Despite these hurdles, there are reasons for hope. Policymakers are increasingly aware of the existential challenge and have begun to advance serious reform. Key reports on European competitiveness and the internal market highlight the necessity of major changes.

With the right policies and rule changes, Europe's strengths could support much higher levels of business-led breakthroughs.

The continent retains significant advantages: high-quality workforce, top-tier schools and universities, and premier research institutions. Alongside a large internal market and high savings rates, these elements have the potential to trigger a surge of venture creation.

Crucially, even if the EU does not become the leader in developing cutting-edge technologies, it can still significantly increase productivity by adopting and adapting advancements from other regions.

A Critical Juncture

Europe now faces a critical crossroads. To paraphrase a famous line, economic erosion often happens "gradually and then suddenly". To date, the continent's technological decline has been steady. However, without bold steps to tackle its deep-seated problems, today's gradual weakening could turn into a rapid and permanent loss of global economic relevance.
